The reform work is funded

Environmental pressure is the most direct driving force for Shanxi to promote ultra-low emission reform of coal-fired generating units.

As the country's main coal base, the installed capacity of coal-fired power generation with single-unit 300,000 kilowatts or more in Shanxi alone reached 44.04 million kilowatts, involving a total of 106 units in 44 enterprises.

On August 8, 2014, Shanxi Province officially issued the "Implementation Opinions on Promoting Ultra-Low Emissions from Coal-Fired Generating Units in the Province", requiring the completion of the ultra-low emission reform of flue gas for single coal-fired generating units with 300,000 kilowatts or more at the end of 2020.

According to the plan, a total of 106 units with a capacity of over 300,000 kW in Shanxi Province will need to be reconstructed. Among them, 33 units in 2015, 39 units in 2016 and 34 units in 2017 will be transformed.

For the implementation of ultra-low emission reform of coal-fired generating units, the Shanxi Provincial Development and Reform Commission and the Provincial Department of Finance jointly listed special funds to provide 5% to 10% of the funds for the ultra-low emission reform of existing coal-fired generating units.

Perhaps it is felt that such efforts are still not large enough. Last year, the financial support for the one-time renovation of existing units was increased from 5% to 10% to 10% to 30%. The funds needed were allocated by the provincial budget funds.

At the same time, in order to encourage on-the-job crews to implement reforms as soon as possible, 30% will be compensated for completing the transformation in 2015, 20% will be completed in 2016, and 10% will be completed in 2017. The electricity price will be given to existing units that have completed ultra-low emission reforms. subsidy.

The support of funds makes it difficult to advance the transformation work.

In August 2014, only seven months later, Shanxi decided to increase the speed of the ultra-low emission reform of coal-fired generating units and advance the deadline for completion of the 2020 deadline to the end of 2017.

The maturity of technology may become a key factor in the advance of time. According to news from the Shanxi Provincial Department of Environmental Protection, as of the beginning of December, among the units scheduled for completion in 2015, 28 units have completed the reconstruction task.

According to the deployment, this year Shanxi will also complete the reconstruction of 17.52 million kilowatts of installed capacity, accounting for more than 1/3 of the transformation, is the heaviest task.
