For the first time, the "Report" has constructed the industrial development index from the five dimensions of production efficiency, sustainable development level, technological innovation, international competitiveness and industrial growth, and has assessed the overall level of China's industrial development and the development level of various industries. The "Report" proposes that during the "12th Five-Year Plan" period, the theme of China's industrial development will shift from "adjustment and rejuvenation" to "transition and upgrading."
