In respect of the layout of production enterprises: The provinces of major synthetic ammonia production should formulate plans for the development of the synthetic ammonia industry in light of resources, energy conditions, and market demand; in principle, no new synthetic ammonia plant supporting urea will be established within three years. Relocation of newly built or reconstructed or expanded projects must comply with national industrial policies and related policies; no new synthetic ammonia production facilities shall be built in various protected areas, and ammonia plants that have already been put into operation shall be gradually withdrawn; new construction projects must be planned for provinces (autonomous regions and municipalities). Chemical park or agglomeration area.
In terms of equipment scale and technical equipment: Newly-built synthetic ammonia production plant, single-series production scale should not be less than 600 tons/day (except for comprehensive utilization and co-production projects), purification unit and synthesis unit as single series, and gas generation furnace on demand Newly-built synthetic ammonia production facilities should adopt advanced technologies and equipment, and encourage the adoption of localized technologies with independent intellectual property rights. The energy consumption of synthetic ammonia unit products of existing production enterprises shall comply with the current limits set by the National Standard for Energy Consumption of Synthetic Ammonia Unit Products, and the energy consumption of synthetic ammonia unit products of new production enterprises shall meet the entry values ​​specified in national standards.
The access conditions emphasize in particular that: for synthetic ammonia construction projects that do not meet the access conditions, the environmental protection department must not go through the environmental protection examination and approval procedures, the financial institutions must not provide credit, and the power supply department should stop supplying electricity in accordance with the law; the synthetic ammonia construction project should be achieved within 12 months of production.
